Kentucky Lawmakers Propose Sweeping Reforms to Gambling Regulations, Targeting Collegiate Prop Bets and Age Minimums

Legislative discussions are set to commence in Kentucky concerning significant modifications to the state's established gambling framework. House Bill 904, formally introduced in March by Republican Representatives Michael Meredith and Matt Koch, outlines proposed adjustments impacting the types of permissible wagers and the minimum age for participation.

A central tenet of the proposed legislation involves a targeted ban on proposition wagers pertaining to college athletes enrolled at local educational institutions. While the National Collegiate Athletic Association (NCAA) has broadly called for an end to such wagers due to integrity concerns, HB 904's scope is more confined, specifically addressing athletes competing for Kentucky-based schools rather than implementing a comprehensive statewide prohibition on all college prop bets.

In addition to wagering types, the bill also addresses the legal minimum age for engaging in certain gambling activities. Currently, individuals aged 18 are permitted to place wagers on sports and horse racing. However, Representatives Meredith and Koch's proposal seeks to elevate this age requirement to 21 for these two specific forms of gaming, aligning Kentucky's regulations with many other jurisdictions across the United States.

Commenting on the motivations behind the draft legislation during its filing, Representative Meredith highlighted the state's existing achievements and future aspirations. "We created a nationally recognized structure for sports wagering in the commonwealth a few years ago," Meredith stated. He added that "House Bill 904 would bring us in line with much of the country in governing fantasy contests. Our goal is to make sure consumers are protected and have access to the products they are demanding in the marketplace."

Representative Koch echoed his colleague's emphasis on consumer welfare and regulatory robustness. He articulated the importance of these legislative steps, asserting, "It is important that we ensure safeguards are in place to protect consumers and maintain the integrity of lawful wagering and charitable gaming." The bill underscores a broader effort by Kentucky lawmakers to continuously refine and fortify the state's gambling laws, focusing on consumer protection and the integrity of the wagering ecosystem.
