Andrew Rhodes Announces Departure as UKGC CEO in 2026

The leadership of the United Kingdom’s primary gambling regulator, the Gambling Commission (UKGC), is slated for a change, with current Chief Executive Officer Andrew Rhodes announcing his intention to step down. Rhodes, who has guided the organization for almost five years, will officially vacate his position on April 30, 2026, to embark on an as-yet-undisclosed new role.

Rhodes' near half-decade at the helm has been pivotal in shaping the UK's regulatory landscape. A significant undertaking during his tenure was the oversight of the comprehensive White Paper Review of the Gambling Act 2025. His leadership has consistently prioritized the fortification of regulatory frameworks and the enhancement of consumer protections within the industry.

Charles Counsell, the Interim Chair of the Gambling Commission, commented on Rhodes’ considerable impact. “Andrew’s leadership over nearly five years has been outstanding, leaving a strong legacy,” Counsell stated. “He has steered the Commission through major reforms, strengthened our regulatory methodology, and ensured that consumer welfare remained central to our operations. On behalf of the Board, I extend our gratitude to Andrew for his dedication and wish him every success in his future endeavors.”

Rhodes adopted a robust stance on compliance, frequently implementing enforcement actions and financial penalties against non-compliant operators. He consistently framed these measures as instruments to elevate industry standards rather than as mere disciplinary actions. Under his direction, the UKGC proactively reinforced consumer safeguards and effectively conveyed these expectations to licensed entities.

Key initiatives during his leadership included the launch of the Gambling Survey for Great Britain, recognized internationally as a leading study on gambling behavior. Furthermore, Rhodes actively addressed the challenge of poorly regulated gambling advertisements prevalent on digital platforms, such as Meta, expressing concerns about their potential to target vulnerable individuals. He also oversaw a critical re-evaluation of the UKGC’s reporting methodology, aiming to improve data collection and provide more actionable insights for the regulator.

Reflecting on his decision, Rhodes remarked, “It has been a privilege to lead the Gambling Commission through such a significant period of evolution. I am proud of the advancements we have made in strengthening regulation, enhancing consumer protections, and fostering a safer and fairer gambling environment. The UKGC will soon initiate a recruitment process to identify its next Chief Executive. In the transitional period leading up to Rhodes’ departure, Deputy Chief Executive Sarah Gardner will assume the responsibilities of Acting Chief Executive.
