DraftKings and FanDuel Initiate Sports Betting Operations in Arkansas

Digital sports betting powerhouses DraftKings and FanDuel have formally commenced their operations within the Arkansas market, marking their entry on Friday, March 20. This move follows a period of deliberation by both companies, who had initially hesitated to engage with the state's regulatory framework, largely due to a specific requirement mandating a 51% revenue share in favor of in-state casino partners.

Despite their historical viewpoint that this revenue-sharing model was unconventional, both operators have now proceeded with their market entry. Their launch was facilitated by official licensing granted by the Arkansas Racing Commission, strategically timed to coincide with the commencement of the March Madness basketball tournament, a key period for sports wagering activity.

Entry into the 'Natural State' necessitated a 'tethering' approach, requiring the national sportsbooks to forge alliances with existing land-based casinos. DraftKings has established a partnership with the Southland Casino Hotel, situated in West Memphis, while FanDuel has aligned itself with the Oaklawn Racing Casino Resort, located in Hot Springs. Through these collaborations, both DraftKings and FanDuel have accepted the 51% revenue-sharing stipulation, allocating a significant portion of their proceeds to their respective casino partners.

However, the operational model has drawn attention, as Arkansas's current statutes primarily designate casinos themselves as the entities authorized to manage sportsbooks, rather than independent third-party companies. Addressing this dynamic, Scott Hardin, a spokesperson for the Arkansas Racing Commission, provided clarity on the rationale behind approving the tethered model.

Hardin elaborated that this structure allows for the integration of the advanced technological platforms provided by DraftKings and FanDuel. He suggested that consumers could anticipate visible changes to the betting applications themselves, alongside substantial marketing efforts. Hardin concluded that this approach is poised to fundamentally transform the landscape of sports betting promotion and accessibility across the entire state.
